ServiceNow CPG and Cloud Services Catalog replacement

ServiceNow has marked CPG and Cloud Services Catalog as prepared for future deprecation. If your cloud provisioning runs through them, this is the page for what to do next: the options, the migration approach and the product we built to replace them.

Cloud Provisioning and Governance started life as Cloud Management (CMP), was renamed CPG in the Paris release and was being reshaped into Cloud Services Catalog when ServiceNow marked both as prepared for future deprecation from the Brazil release. They are hidden and no longer installed on new instances, and still supported for existing customers. Both are sold under the ITOM Cloud Accelerate subscription, so check what your renewal says. The governance pieces have successors in the Cloud Governance Suite, Cloud Account Management and Cloud Insights Billing. The provisioning engine, the part most customers actually run, does not.

We have run cloud provisioning on ServiceNow since the CMP days, sold IMGO, a CPG-based product, on the Store, and built OneCloud as its replacement with no dependency on CPG or CSC. We are now replacing CPG and CSC for enterprise customers. The approach below is the one we use. It keeps your Terraform, your catalog and your change process, and it cuts over one cloud provider at a time.

What we deliver

CPG and CSC replacement: what we do for you

Two-week CPG and CSC assessmentEvery artefact that touches CPG or CSC, from the catalog API and Terraform connector to the pipeline content pack, the Cloud API and the portal scripts around them. Each gets a disposition: reuse, port, facade or retire. You get the register, the option appraisal and a dated plan.
OneCloud as the replacementOur ServiceNow Store application for ordering and governing cloud infrastructure from Employee Center with your Terraform. It has no runtime dependency on CPG, CSC or the Cloud API, and its importer brings CPG accounts, templates, policies and running stacks across, with an adapter that keeps CPG policy scripts and pre and post steps working.
Scoped app around your portalWhere a custom portal is the only front door and the catalog is driven by API, we build a scoped application alongside the legacy path that accepts the same calls, drives your existing templates and pipelines, and is switched per provider by configuration.
Discovery off the Cloud APIServiceNow's supported CAPI to patterns migration, proven on a non-production instance with one real account first, with a coverage check for every resource type you report on and a plan for the CPG resource CIs.
Data and cutoverConfiguration moves, history stays, and services built under CPG are adopted the first time someone touches them. Cutover is one provider at a time with a drain, two smoke tests and a configuration switch as the rollback.
Alternatives, honestly comparedHashiCorp's Service Catalog for Terraform, a cloud management platform in front of ServiceNow, ServiceNow's own governance suite, or a custom build. We tell you which fits and why, including when it is not us.
How it runs

Our approach

InventoryFind every dependency on CPG, CSC and the Cloud API, and decide the disposition of each.
ChooseOneCloud, a scoped app, a third-party catalog or ServiceNow's own direction. Decided on your estate, not on a slide.
Build alongsideThe replacement runs dormant in production next to the legacy path, tested with your templates and pipelines.
Switch per providerAWS, then Azure, then private cloud. Each switch is reversible in minutes, and hypercare runs until the last one settles.
Outcomes

What changes

  • Cloud provisioning that no longer depends on a product ServiceNow has marked for deprecation
  • Your Terraform templates, pipelines and catalog kept, not rebuilt
  • Discovery on patterns and every provisioned resource in the CMDB through IRE
  • A cutover with a rollback measured in minutes, not a weekend
FAQ

Questions we get asked

Is ServiceNow CPG deprecated?

Yes, it is on the way out. ServiceNow's Cloud Provisioning and Governance documentation states: starting with the Brazil release, Cloud Provisioning and Governance is being prepared for future deprecation; it will be hidden and no longer installed on new instances but will continue to be supported. The Deprecation Process article KB0867184 in Now Support has the detail, and the Cloud Services Catalog applications that grew out of CPG are part of the same product line. The CIS-CPG certification and courses were retired in June 2025. Treat it as a product with a finite runway and plan the move while you have time to do it properly.

What is the difference between CMP, CPG, Cloud Services Catalog and Cloud Accelerate?

Cloud Management (CMP) was renamed Cloud Provisioning and Governance (CPG) in the Paris release. CPG was then being reshaped into Cloud Services Catalog (CSC), with the legacy CPG workflows deprecated in Zurich. ITOM Cloud Accelerate is the subscription they are sold under, not a product you build on. If you run any of them, the deprecation applies to you.

What replaces CPG in ServiceNow?

For governance and billing, ServiceNow points to the Cloud Governance Suite, Cloud Account Management and Cloud Insights Billing. For discovery, pattern-based cloud discovery replaces the Cloud API. For the provisioning engine itself there is no like-for-like ServiceNow successor, which is why customers look at OneCloud, HashiCorp's catalog for Terraform, a cloud management platform in front of ServiceNow, or a custom scoped application.

What is OneCloud and how is it different from IMGO?

OneCloud is our ServiceNow Store application for ordering and governing cloud infrastructure from Employee Center, with your Terraform doing the build and every resource recorded in the CMDB. It does not call CPG, Cloud Services Catalog or the Cloud API at run time. IMGO was our earlier Store offering, built as an implementation on top of CPG. OneCloud replaces it, and IMGO and CPG customers can move with the importer.

Does OneCloud need ITOM Discovery or Visibility?

It uses them when you have them. OneCloud reads the platform's own cloud service accounts and discovered datacenters, and after a build it runs a targeted discovery so the resources it created become discovered, reconciled CIs. It works without Discovery, writing resources to the CMDB itself through IRE. If you want provisioned resources discovered and kept in step by ServiceNow, ITOM Visibility is the dependency.

Can we keep our Terraform templates and pipelines?

Yes. That is the design principle. Templates run as they are, through OneCloud's runners or through one generic wrapper pipeline in your existing Azure DevOps, GitHub or GitLab setup. Day 2 operations that already run as pipelines keep running; only the trigger changes.

What about the HashiCorp ServiceNow Service Catalog for Terraform?

It is a good fit if you run HCP Terraform or Terraform Enterprise and want ServiceNow as a front door to workspaces. Approvals, change, CMDB reconciliation, leases, drift checks and Day 2 actions then sit outside it unless you build them. OneCloud keeps all of that in ServiceNow and supports Terraform CLI or OpenTofu on a MID Server as well as HCP Terraform and Terraform Enterprise. We will tell you if the HashiCorp catalog is the better answer for your estate.

How long does a CPG migration take?

The assessment is two weeks. A three-provider estate behind a mature portal takes about four months in eight sprints to replace the provisioning core, with one production switch per provider. Discovery migration, legacy retirement and historical data migration are separate pieces with their own owners and are priced separately.

Do we lose our history?

No. Requests, orders and stacks stay as read-only records in the old tables. New requests create records only in the new application, and a service built under CPG is adopted the first time someone runs a Day 2 operation on it. Confirm with ServiceNow that the CPG tables stay on the instance after end of support, and have the historical migration costed as an option.
